Updated Behavioral Health Standards Released

Outpatient Mental Health Services (MH) now combined with Services for Substance Use Conditions (SA) standards to make one service section: Services for Mental Health and/or Substance Use Disorders (MHSU)

COA is pleased to announce that our new Services for Mental Health and/or Substance Use Disorders standards (MHSU, PA-MHSU, CA-MHSU) and updated Counseling, Support, and Education Services (CSE, PA-CSE, CA-CSE) standards have been published to our website and are now available for use!

To support COA accredited organizations as they navigate the evolving behavioral landscape, COA has revised its standards to reflect the nationwide trend towards integrated services. In that regard, COA has combined the Outpatient Mental Health Services (MH) and Services for Substance Use Conditions (SA) standards into one service section, Services for Mental Health and/or Substance Use Disorders (MHSU). The new MHSU standards apply to organizations providing mental health services, services for substance use disorders, and services for co-occurring mental health and substance use disorders. The MHSU standards emphasize care coordination and incorporate emerging best practices in the field to prepare our organizations for the new age of healthcare reform. The Counseling, Support, and Education Services (CSE) standards have been revised to be more inclusive of peer support services and provide greater clarity around the types of programs and services that are reviewed under this service section.

Counseling, Support, and Education Services (CSE) Standards

The updated Counseling, Support, and Education Services (CSE) standards will be required for all applicable organizations that sign their Accreditation Agreement after May 28, 2015. The updates will not impact organizations currently in the accreditation process. In-process organizations will continue to implement the CSE standards that were assigned at intake.

Please note the updated service section will replace the current version of the Counseling, Support, and Education Services (CSE) standards on www.COAnet.org. In-process organizations, accredited organizations, and Peer Reviewers should refer to their MyCOA Portal or VIP to view applicable versions of the standards.

Please view the Counseling, Support, and Education Services (CSE, PA-CSE, CA-CSE) Updates Summary for a detailed summary of these updates.

Services for Mental Health and/or Substance Use Disorders (MHSU) Standards

This service section will replace the existing Outpatient Mental Health Services (MH) and Services for Substance Use Conditions (SA) standards. The Services for Mental Health and/or Substance Use Disorders (MHSU) standards will apply to organizations providing:

  • Services for Mental Health and Substance Use Disorders;
  • Mental Health Service only; or
  • Services for Substance Use Disorders.

The Services for Mental Health and/or Substance Use Disorders (MHSU) standards will be required to be implemented by applicable organizations that sign their Accreditation Agreement after June 30, 2015. Organizations currently in the accreditation process will not be impacted by the changes. In-process organizations will continue to implement the Outpatient Mental Health Services (MH) and/or Services for Substance Use Conditions (SA) standards that were assigned at intake. In-process organizations, accredited organizations, and Peer Reviewers should refer to their MyCOA Portal or VIP to view applicable versions of the standards.

Organizations that are currently in-process, and those who sign their accreditation agreement prior to the aforementioned date, may elect to implement the new standards based on their ability to submit all of the required evidence by their Self-Study submission date. As such, extensions will not be provided to accommodate for the implementation of the Services for Mental Health and/or Substance Use Disorders (MHSU) standards.

COA will be offering two online trainings for its stakeholders in order to discuss the practice approaches that have driven the updates to the standards, review the changes to the standards and required evidence, and answer questions about the standards and their implementation.
